At first glance, creating an ESOS Action Plan might seem straightforward. It involves listing planned energy-saving measures for the next three years, specifying anticipated kWh savings, target implementation dates, and a there are a few administrative details, such as obtaining a director's approval for the plan.

In fact, as far as the regulations are concerned, you can choose to provide very little or no information on your action plan, with no immediate consequences such as fines/penalties for non-compliance with the regulations. 

BUT there are compelling reasons why any organisation should submit a robust, well-developed tailored, actionable plan, as it could genuinely impact your energy efficiency and carbon reduction goals.
