Heat Network Regulations and Performance Optimisation

There are around 14,000 heat networks in the UK and around 500,000 heat network domestic customers. This is only going to increase due to heat network zoning roll out under the Energy Act 2023 and heat networks are expected to account for 20% of the UKs heat demand by 2050.

Regulation of heat networks is changing. Regulation has switched from OPSS to OFGEM, part of the existing Heat Network (Metering and Billing) Regulations 2014 are being revoked and new regulations are coming into force.

More changes on the horizon

The Heat Network Technical Assurance Scheme (HNTAS) is likely to come into force in 2027 and will impose best practice standards on the development of new heat networks and require existing heat network operators to upgrade their system and improve performance monitoring. These regulations are intended to improve the efficiency and operational reliability of heat networks.

Regular reporting of heat network performance will be required by OFGEM and specific key performance indicators (KPIs) will need to be met around heat network efficiency by the heat network operators.
