Summary

MTCBC’s original objective was to decarbonise their gas fired heating in line with the Welsh Government’s ambition for the public sector to be carbon neutral by 2030. MTCBC’s Energy Engineer recognised that as an industry leader, JRP would be able to provide a broader scope of energy and carbon solutions and therefore, in addition to requesting a proposal for a Heat Decarbonisation Study, MTCBC also requested proposals for an Energy Behaviour Change Gap Analysis and Pilot scheme, ISO 50001 Gap Analysis and Implementation and an Energy Optimisation Study on their data room in the Merthyr Tydfil Civic Centre.

Results

  1. The report showed that there is an excellent investment business case for MTCBC to implement ISO 50001; if implemented throughout the sites with the top 80% of energy use then conservatively savings directly attributable after 15-18 months would be over £125k/yr with a payback <9 months. 
  2. MTCBC’s Energy Engineer has seen energy reductions at the sites involved. 
  3. An ‘Energy Reduction Project Fund’ set up for Champions to deliver savings opportunities has received considerable engagement. 
  4. Project engagement from energy champions and top management has been excellent, which is strengthening site/role ownership of energy consumption reduction. 
  5. A need has been identified to update many central documents which will standardise procedures to include consideration of energy efficiency. JRP worked with MTCBC to write a building design procurement policy to ensure that energy is a consideration in building design which will save money and carbon. 
  6. The official savings from both projects will be quantified by a third party (EEVS) in 2024.

Following this work, the implementation programme has started to be rolled out at 5 pilot sites for an ISO 50001 certified energy management system and at 6 pilot sites for a behaviour change programme which includes training site champions.
